To what extent should the city work with community, church and school groups?

    the city did a nice job of working with the school in building two new gyms. The only problem is that the community gym seems to have no budget for a staff so it isn’t open to the public? Does this make sense? The school gym is up and running with a fully equipped weight room. The community weight room has no equipment.
